This is a new version of a viewer that was out up a while ago. This is not made by me! Mike.nl made this. If anyone has a problems, I will relay them on to him.
Try and reinstall directx. I believe that it is a error finding a file that came with the installation. If that doesn't work, I'll ask mike.nl

I have 9.0c, so it shouldn't be a problem.

Here is a link which offers the dll. It is a DirectX file, like I said. If you don't want to reinstall DirectX from microsoft.com, then just download the actual dll here
